Felipe C. Mandarino
Felipe Mandarino has been the City Information Director at Instituto Pereira Passos, Rio de Janeiro City Government, for 15 years and previously filled the position of Manager of Environmental and Climate Change Studies. Felipe is a Geographer, with expertise in GIS, climate change science, and data management. He coordinates relevant projects through a unique Partnership Agreement between the city of Rio de Janeiro and NASA, focused on developing climate and environmental hazard modeling at the local scale, and Rio’s Climate Change Monitoring efforts, which include yearly reports for the Carbon Disclosure Project that led the city to CDP’s A List four times in the last five years, including 2023. Felipe is also a member of LandAware – the international network on Landslide Early Warning Systems and the Urban Climate Change Research Network – UCCRN, and holds the Urban GHG Inventory Specialist certificate by the City Climate Planner Program, developed by the World Bank, WRI and ICLEI and now led by Green Business Certification Inc.
